Again. Most people are not active at these times. Seeing a shout helps get them going. And it’s not “shout spam from other zones.”

It’s Limsa shouts in both Limsa zones.

Seriously, not a big deal in even the slightest.
I'm not saying that I disagree with your suggestion - but I disagree with your reasoning here.
You are playing at times, when not a lot of people are active and there arent many shouts. So you wont be bothered by (more) shout spamming during prime times, because you just dont see that. A person who is more active during prime time (you know, like most people are) can have a total legit concern in regards to shout spamming.

In Limsa, for example, that occurs mostly in the Lower Decks (at least on my server) - so if you want to be in Limsa, but avoid the spam, you can currently pick the Upper Decks and have your peace.

Dismissing a concern because you're simply not active during the times most people are, seems more ridiculous to me than having this concern.

Okay, but to whom would it be a vital concern?

To that guy standing in Old Gridania who *gasp* now hears a few extra shouts made from New Gridania, rather than conversations being cut short every time one walks from the inn to the market board? What a horror unbroken conversations would be!
