Bought LVL 60 boost to play red mage.

Hi guys! I bought the stormblood expansion literally just to play the red mage and also a boost to LVL 60 called one astrologian's journey I. Now I'm doing the main quest to so that I can go to Ul'dah. The question is can I be a red mage from anstrologian? Can an anstrologian be red mage? Did I buy it for nothing?

You just need to get to Ul'dah, be at least lvl 50 with at least one job and you can accept the quest for the RDM.
No MSQ progression required, except you need somehow be able to get to Ul'dah.

I wish it would just be a meme, but from time to time this is reality in FFXIV.

That's actually the most efficient use of a Lv60 boost! Astrologian class isn't available until a long way into the story (as the guild is in Ishgard, which you can't access until the Heavensward expansion) but unlocking Red Mage just requires a Lv50 character and access to Ul'dah, as long as you've purchased the Stormblood expansion - which you said you have. So two classes for the price of one.

A warning though, if you like to follow the story - your astrologian job unlock will also have cleared the job quests up to Lv60, which set up those characters a lot. (It's a separate story disconnected from the main game plot.) Might be okay, as the 60-70 quest went off in a different direction mostly, but they might come back to the skipped storyline in future. You can rewatch the major cutscenes in-game but they only cover a small amount of the dialogue.

To unlock Red Mage and Samurai, you do need a level 50 character, stated above, but also need to finish the main storyline to ARR, the final quest being named “The Ultimate Weapon”. Then the quests to unlock RDM/SAM will appear.

You don't need to finish ARR. The NPCs are visible from the start and can be unlocked as soon as you reach Lv50. Even when I was on the ARR free trial and hadn't even purchased Stormblood, I could see the NPCs and view the (locked) quest cards saying it would unlock X job.

This has been answered, I'm still fairly new to the game myself but one thing I adore and one of the questions OP posed:

You can play literally any class so long as you meet the requirements. One character can max level every single job available. There is no "Oh you picked rogue when you made the toon, you're ONLY a rogue from now on!" I started the game as a pugilist, got rogue then ninja, decided red mage was more my taste and I'm happy with that choice. Didn't have to make a new toon and redo MSQ, etc.
