I don't consider weaning people off of "only worth doing for the reward" as a primary motivation to be a bad idea.

If people enjoy rping in Ul'dah more than running a roulette, they should rp in Ul'dah no matter what that does to the queue times.

That's not to say there aren't plenty of other things to do as not-extreme or Savage content. Mix with the right circle and you can do maps, hunts, crafting, gathering, decorating, and the bottomless pit that is improving your handling on stuff that approaches but is not extreme (24-man/normal raids/outdated extremes).

If you only do everything for a single clear just for the story, you're going to get bored. And that's fine! No company is going to be able to keep up with you, so come back when you actually want to play again. If you have to be bribed to do something, you simply don't want to do it.
