You haven't done your math correctly. It will take a little less than 3.5 years to do Lost in Localization, yes, but Region d'Etre isn't under that restriction because you don't necessarily have to spend leve allowances to do regional leves. You can do regional leves on someone else's dime by joining a party and doing shared leves. Assuming that you rotated in new party members with fresh leve allowances as needed and did a regional leve every fifteen minutes 24/7 nonstop, you could get Region d'Etre in just over 104 days.
