Well at level cap, lowest latency wins. There is no such thing as good PvP.
PvP goes like this:
Player A is higher level and stronger than Player B; Player A wins.
Player B calls a friend, Player C, who is higher level and stronger than Player A; Player C wins.
Player A calls a friend, Player D, who is higher level and stronger than Player C; Player D wins.
Rinse, lather, repeat.
YAWN

I would bet on The Garlean Empire being the main aspect of the first expansion.

Saying there is no such thing as good PvP is like saying the following games suck.
Chess
Checkers
Monopoly
Candy Land
Sorry
and every other board game on Earth.
League of Legends has a huge player base and it is 95% PvP.
People like competitive games and playing against another adaptive player. The whole higher level person always wins and then the loser calls a friend only applies to open world PvP, which Yoshi has already said is not going to happen. I do love the mindset that a game will be terrible if you are playing against another player, over the computer.

Like a good stalker, I'm always there.
I said I didn't believe PvP AND PvE could coexist and be balanced. Of course there are good balanced PvP games, this isn't the point. But balancing abilities, cooldowns etc. to both be balanced for PvP and PvE is just an endless quest imo.
