yes, but that means there's less content for people to do. why do we want less content?
The only reason Normal raid was created is that everybody could experience the story. So, it's the same as the normal primals.
And if Savage requirement was a little lower, it would make dungeon gear somehow useful, instead of simply being used for glamour.
it's the primary reason, it's not the only reason. if it was the only reason, they wouldn't have added this whole new tier of loot into it.
it's content that people do a lot when it gets released, getting rid of the incentive to do it is a bad idea with no meaningful benefit.
you want more meaningful content without huge increases in development cost, what you suggest doesn't accomplish that.
there's a tier of people that will never do that. incentives be damned, for those people you either have to lower the difficulty of Savage content which nobody wants or you make them something in between, this is what we have now. don't pretend like getting rid of it will move most of those people into Savage without nerfing Savage even more.No, what this games need is more incentive for casuals to try harder content. If the easy content provide both story and powerful gear, they'll never took a shot at the higher difficulties.
Normal raid gear and capped tome gear are too powerful, especially since you absolutely don't need them if you never set foot in EX and Savage content.

some of them can know this and not be allowed to do anything about it because of budgets and other things.
and it's really terrible for you to bring this up as a problem in the same thread that you suggests tomestones are enough for other players. the selfishness that's involved in that is astounding to me.
your suggestion of cutting out loot from Normal raids doesn't fix this problem for anyone either.
