    Captain rank promotion

    During the storm captain promotion cutscene, the NPC says,

    At least in the US armed forces, a promotee is called by the lower rank up until "promoted to" or "authorized to assume" the higher rank, e.g.,

    (First) Lieutenant Surname is hereby promoted to Storm Captain.
    as you wouldn't promote a captain to captain.

    Please fix this! It really did make the whole promotion speech awkward.
    Makes it sound like you're being promoted to the same rank.

    Shows how lazy they were with translation... because it also happened in The Immortal Flames from First Liuetenant to Captain promotion... if it's different with the other languages(or do the same thing) the they need to correct it...
