Stance on forceful shutdowns of FCs and item/gold retrieval needs to be changed

As the title says, SE's current stance on this matter needs to be changed.
Currently nothing can be done/no action taken against people abusing this.
To be told that nothing can be done is an absolutely bs excuse.
