The problem is SE caved into the players giving them personal housing, when in reality it was only meant for FC's originally. Because of this it created a massive shortage and people now are whining about the mistake they made. Adding a whole new housing area won't help much, it'll fill up in a manner of minutes, just like Shirogane did. Also I believe the 30 day no login for losing your house is suspended currently.

This is not true. The original plan was to add Ishgard housing after the Dragonsong War, so the lore is there now. But instead of developing Ishgard housing they had to develop apartments instead because of the serious shortage of plots. By the time apartments were done SB was already well on its way so it made more sense to develop Shirogane because it was another thing they could market with the expansion and it's an aesthetic that's drastically more different from the existing 3 areas.
short answer is they didn't want to spend the dev resources to do Apartments, Ishgard and Kugane housing all at the same time, so Ishgard got cut.

That's how everybody responds to facts right? There's nothing between the lines about my statement but you still somehow didn't get it.
And you're not paraphrasing, paraphrasing is indeed based on facts, they actually have to have said/written something within a reasonable facsimile of what you claim to be paraphrasing. baseless opinions in the form of a quote is not paraphrasing.
the devs have on various occasion made bad, wrong, and stupid decisions and management has been cheap about resources but they are not lazy.
