Alarm sounds appears to be in the wrong sound category

I was messing with the new alarm system and found out it's tied to the BGM sounds instead of either Sound Effects or System Sounds, thus I couldn't hear it while the game window is inactive, or while my background music is turned off. I think it wasn't intended to be this way.

Can confirm, I actually came to report the same thing.
I'm normally listening to my own music in game, the alarm is a really cool addition but I don't want to listen to the game music while that
