Unless the same room layouts get used for personal housing down the line, which would be the simplest choice.
There's just so much else that goes into personal housing over the Inns that it would not be wise to do it at this point. Laying ground work for it is important though and it seems to be what the dev. team does with certain things.

Just because things can't be done now does not make the work useless or a waste of time.
One could argue that the intracity teleporting is stupid, in fact many have, but chances are its for use later on.
Putting things in now for use later isn't a bad idea.

So yes, it is an addition the game needs as it is most likely a stepping stone to something better and more complete, just as many changes in the game are.

In the current Patch 1.21, the inn rooms are simplified private areas, and players cannot synthesize, repair, or affix material while in them. (Such features are planned for inclusion in FFXIV Version 2.0's housing system.)
