The problem with using legacy items is that if you ever wanted to implement those items... well you end up with the same problem as if you were implementing the city of Besaid somehow. Possibly even more so than with the city problem. Same applies to Monsters, certain artifacts etc.

Characters gets around this problem, as it would not be right to introduce a character fundamental to another FF game (some exceptions, such as Gilgamesh or the Dissidia situation). If you wanted to get really fancy, you could name them after auxillery/non-core game characters such as Marche or Layle.

I don't see a problem with them naming servers after legacy items. In FFXI, naming the servers after summons didn't stop them from implementing those same summons as well as the Bahamut fights. I doubt they'd rule out the implementation of certain items just because there is a server named after them.

I know a lot of people didn't like XII (though I liked it other than the storyline.) But the names of the Espers from that game and tactics were never really used for anything else except for games that involved Ivalice. The names are really interesting and I could see players liking them as server names if we had 13 servers. (Unless I scratch out the three they probably wouldn't use due to popularity or something similar.)
