Monsters might be a better option. Still issues with server population.

Behemoth would be OP'd probably, followed by Malboro.

The "cute" mobs would be evenly distributed among each other but may have a hierarchy within them. Chocobo, >Tonberry, >Cactuar, >Goblin

Then the semi intimidating monsters like Iron Giant, Ochu, Wight would probably have the lower populations. I'd imagine Wight having the lowest of all the servers.

Then Weapon as the EU server. Very neutral but still references key Final Fantasy titles to help bolster the population(VII, VIII, X, XI). Designating it as an EU server will have people outside the timezone think twice about joining which helps maintain the kneejerk reaction to picking a "popular" server.
