When you reverted to the previous graphics drivers, did it give you the option to do a clean install? You may want to try this when you reinstall as it will clear any configurations that may be causing an issue like this.

As for the limiter itself, try going into the Nvidia Control Panel, select 'Manage 3D Settings' and find Final Fantasy XIV under 'Program Settings'. Find the 'Vertical Sync' option and set it to 'Adaptive (half refresh rate).' This should limit your in-game FPS to 72. Does this limit the frame-rate appropriately? Or are you running into the same problem as before?
