Even if you do blacklist them, it wont make sure that you never see them again, it will "only" prevent you from seeing anything they write in chat, prevent you from joining their PF-parties and them from joining PFs you created (they can still join PFs that you joined aswell though).

If blacklisting people would actually make sure that you "never see them again", aka never be paired with them through DF again, it would make the whole match making system way to complicated (seeing how every person in a 4-man-party can have 200 people blacklisted and how stuff can snowball from there).
So, while its generally not a bad suggestion, I'm not sure if it would actually accomplish what you're looking for.
that is how it works, ask a GM, they tell you to blacklist them for that reason. I do not think it perfectly prevents you matching with them, but greatly reduces the chance. GMs always tell you blacklist them when reporting them and yes i did report them. Bu we can't blacklist people from other parties and I am wondering why since GMs ask you to do that to begin with.

For the server question, no and I am well aware of the forum rules.

They tell you to blacklist them because that prevents you from receiving messages from them. It does not prevent matchmaking from happening.

    It is for both reasons.

I can confirm that it does not prevent getting them in your party via Duty Finder.
Source: I landed in an Expert Dungeon with someone I added to my blacklist forever ago (around the time Weeping City was brand new). Apparently, they were talking to me, but I couldn’t see what they were saying (I still don’t know what they were saying, and if it was good, bad, or if they even remembered who I was). I only recognized their name because there are very few people on my blacklist, so the ones that are stand out.

Blacklisting does prevent the players from joining PFs in Party Finder that you create, though. It doesn’t work via random DF matching.

Yeah, and I wish it did work for random Duty Finder matches. In all fairness to the GMs, they do try to respond and urge you to /blist the offending person; however, it does not prevent the person from showing up again in your DF (at least, to the best of my knowledge).

The part that used to grate on my nerves would be to /blist the idiots who take great pleasure in murdering other parties... only to run into the same group of trolls during the following week.

Nah, it doesn't work for DF queue matchmaking. I've met people who are on my blacklist in DF multiple times.

I do agree with your OP though for the ability to blacklist anyone while inside the instance or to be able to blacklist other alliance party members when you get out. Some players you don't want to see their nonsense anymore even in the possible future.
