Description: Players are abusing shout/yell/global to have arguments in a hostile manner.

Current solution: Player has to add the offender to their blacklist to stop seeing that player's messages. However, this will limit the player playing opportunity with that player in the future when you forget why you added that person in the first place. Also, this offense does not necessarily require a blacklist.

You cannot blacklist a player while you are in Anemos, Pagos, and Alliance Raids.


Proposing Solution: Mute the player from using shout/yell/global chat for 15 minutes. It will prevent obscene, bickering, and volatile conversations flooding the channel.

Requirement:
Similar to Vote Dismiss

In a 24 players instance, you will need 10 players to pass the vote.
In a 144 players instance, you will need 20 players to pass the vote.

Once passed, the player will be muted and cannot be using shout/yell/global chat. However, the player can still use say, tell and party chat. The player will be able to resume shout/yell/global chat once the 15 minutes elapsed.


Case Scenario: There are many occasions in Pagos/Anemos that a player would just flood the shout channel with volatile phrases because someone pulled a monster early or released the Pagos Elemental without waiting for the other players. Once another player engaged in the conversation, it becomes a bickering conversation.
