Because there is no option for me to edit my previous bug report and replies are also prohibited, I am writing this bug report again because I think my previous report might have been misinterpreted. It's a bit hard for me to be believe that the glamour dresser asking for more dyes than it should is "working as intended". I have provided screenshots this time to illustrate and hopefully made a few points clearer. Please take the time to read this again and confirm.
I apologize if it turns out that my previous thread was in fact not misinterpreted and if this issue I'm reporting is truly how the Glamour Dresser works with regards to dyes. (Which would be strange honestly, but ok...)

Area and coordinates: Inn rooms in Gridania, Limsa Lominsa, Goblet, and Shirogane; where Glamour Dresser are.
Steps:
1. Acquire two pieces of dye of any color. In this instance, I used Halatali Yellow and Salmon Pink dyes. I only have 1 of each dye in my inventory.
2. Interact with Glamour Dresser.
3. Click on "Edit Glamour Plates".
4. Choose a glamour plate number.
5. Enter two pieces of equipment that can be dyed into any two slots. In this instance my dyeable pieces are the Green Beret (head) and Cropped Flannel Slops (legs). Both have no dye in them currently.
6. Reflect dye onto the first piece of equipment. In this instance, I reflect the Halatali Yellow dye onto the Green Beret.
7. Click "Save". This is the first save. Note the prompt asking for Halatali Yellow dye.
8. Click "Yes" to confirm the first save. Note how the Halatali Yellow dye has already been consumed at this point. Also note how the yellow dot on the Green Beret icon has now moved from outside the icon to inside the icon, indicating that the piece of gear has been dyed successfully.
8. Reflect dye onto the second piece of equipment. In this instance, I reflect the Salmon Pink dye onto the Cropped Flannel Slops.
9. Click "Save". This is the second save. Note the prompt asking for Salmon Pink dye, and Halatali Yellow dye again. Why am I being prompted to consume Halatali Yellow dye again when the dye was already used on the Green Beret two steps ago?
Some additional information:
* The bug only happens if you don't close the Glamour Plate Creation window in between saves. You need to close the window in between applying sets of dyes in order to avoid running into this issue.
