Of course it would remedy to change to a new data center and ISP but we don't know that. You have to remember SE felt the move was a needed change for futureproof their game since they were bottlenecked at the old centre in Canada.
Pretty much this. Technically it isn't SE's issue as their equipment is working as intended but the upstream equipment that belongs to NTT is the issue. SE has to be willing to put pressure and work with NTT to resolve and they won't. End result was my thread was never answered. I ended up having to buy in to mudfish to circumvent the routing issues.
