Wish people would understand business 101. It don't affect everyone but a vocal minority (again I'm not saying its okey but this isnt helping) and if the issue is routing from NTT to you it is at NTT and not SE where the problem lies.
Of course it would remedy to change to a new data center and ISP but we don't know that. You have to remember SE felt the move was a needed change for futureproof their game since they were bottlenecked at the old centre in Canada.
