Do you have a source for this? Didn't know you work for SE, so just curious as I can't assume it's the same for every single MMO out there...

It is for SE, It is not for other MMO's.
You can easily determine this by running a trace on the IP addresses for the servers in the different clusters. They all follow the same hops to the same locations other than the world server being different, or the "datacenter" cluster being different.
Each "Datacenter" is comprised of multiple physical servers that make up the multiple "world" servers, and then a couple of physical servers that make up the "instance" server for each "datacenter" cluster.
This is replicated in the same physical building for the different "datacenter" server clusters in the 3 countries where they are hosted. Japan, the US, and Germany.
The NA servers are in Sacramento, CA, the EU ones are in Frankfurt, Germany, and the Japan ones are in Tokyo.

Ok cool well without sounding rude, testing hops and making an explanation of what you think it is (whether it's true or not) isn't really a kind of source I was looking for. When someone asks for a source they generally want something official, but anyway it's not really worth pursuing was just a simple curiosity.

For the past 2 weeks i've been getting rubberbanding and nasty lag non-stop, ever since they did that update on the 4th for PS4. Game is barely playable, when i cast a spell it gets "interupted", monster/players rubberbanding every where. I wanna play this game more, but so far, i might of lost over 10days of sub time due to this disgusting lag.
And yeah, i don't lag on any other games beside this one. GTA:Online,BF1,Brawlhala,COD 3,WW2 and TERA are all fine.
Aaaaand, this is the other possible wrench in the works. The assumption I've been reading throughout is that the problem is primarily that of PC players, as opposed to yet another possible culprit being PSN. So, how about it? Are all of you folks who posted earlier PC players or PS4 players?

Both. I've also moved, so I have experienced PS3 and PS4 with the Montreal location (in Ohio), and PS4 and PC with the California location (New Jersey). Two different ISPs, as well - Time Warner/Spectrum (Ohio) and Comcast (New Jersey).Aaaaand, this is the other possible wrench in the works. I had infrequent trouble with Level-3 in Ohio, though it did rear its head from time to time. Usually when it did I was done for the entire night; lasted for hours. They relocated the server several weeks before I moved, wherein I noticed - obviously - the increased ping, but was also pretty much instantly subjected to just a poorer quality connection all around. There wasn't a time I didn't have "Excellent" displayed with Level-3/Montreal, but very frequently with NTT/California I'd get "Good" and nothing else. Multiple disconnects per week, especially inside PvP, and every night would be some level of latency BS. Some better than others. The only positive thing I can say is that, unlike with Level-3, the later into the evening it got the less noticeable the problems became.
I have constant trouble with NTT in New Jersey, and some extra ping relative Ohio for good measure (not unexpected, but that's two increases for me within, say, 6 months). Unless I'm playing in the morning/afternoon I can expect to have an awful time, amusingly moreso inside instances than outside. There are times I can be in the housing ward and do rotations and such just fine on a striking dummy, but the moment I hop into an instance it all goes to hell. Doesn't matter if it's a PvE or PvP instance, nor whether it's a dungeon, a trial or a raid.
Also fun fact: Once you're in the game you can get disconnected from PSN and it won't boot you from the game or otherwise affect your connection unless you need to re-authenticate the launcher.

The ideal server location would be somewhere in Colorado or something. Sacramento is just too far from most of NA.
