What exactly do these books do? The Alchamy Master Craft

Cooking for beginners
Carpentry for beginners etc.

The title says resets desynth skill. I don't get it, If I spent all that time to level my desyth why would I want it reset?

To me it looks like a useless craft if all it does is reset your desynth skills. Am I not understanding what the books are for?

I think there's a limit to total desynth level. Like, say its 300; you can take bsm to lv300, or bsm gsm and ltw to 100 each. So those books are like respeccing.

I believe now you can have up to 3 desynths at max desynth level. Any other desynths you level will subtract from your max level desynths if you start desynthing with it— for example, you can have LTW, CRP, and BSM at max desynth, but if you decide to start desynthing fish for CUL, then your desynth level for one of your max classes will begin to decrease, and I believe it’s random which one takes the hit.

Yes, this is correct. The overall desynth cap is always three maxed (max is usually the ilvl of the best crafted gear) + 20 points. Once you hit that cap, further desynthesis gains for a profession not at the maximum will result in one of them being randomly lowered, so the book is necessary to cleanly switch desynth skills.

Everyone else covered the "beginner" books, so ill answer the other half of your question. The "master" books contain more recipes. Harder recipes, suitable for master craftspeople. The Master 1 and 2 books(plus the demi-material book) are level 50 1-4star recipes, Master 3 and 4 are level 60 1-4 star, and Master 5 and 6 have the level 70 1-3 stars(with 4 star to be added in the next patch).
