Seigan.
Increase Third Eye effect and cooldown, make Seigan meatier. Reward utilization of Third Eye while ensuring it's not used on fluff damage.
Third Eye
Recast: 45 second
Effect: The next source of damage against you within 3 seconds is reduced by 40%. Grants Open Eyes.
Seigan
15 Kenki
Effect: Deals Potency proportional to the amount of damage Third Eye prevented, to a cap. (Range of 100-300, putting it at 6.6 to 20 potency / Kenki)
Merciful Eyes
Effect: Restores 30% of Maximum health and reduces current enmity by 20%.

Seigan definitely needs one.
75 kenki is 3 shintens total 900 potency or 5 seigans total 1,000. it's needs a huge buff..
Perhaps Enpi.
Those 2 would make good play more rewarding. I kinda think thats one of sams problems even if you spam midare you still can do respectable dmaage a lot of the time. so i'd try not to touch the main combos much with buffs.

The easiest way to buff samurai is to increase the potency on the dot ticks of Higanbana, since it's such a long duration, it's an easy place to put it.
But I do think they're doing to split it up between moves so that people actually see all the increases. I definitely agree that Seigan needs more incentive to use it, but I'm not sure they want to do that since they also just put the samurai enmity dump on Merciful Eyes, and if the potencies are increased on the job, you'll have even more reason to need to drop enmity.
Give us a raid utility that increases direct hit damage, and a utility to reset meikyo shisui. On top of that give us additional 10% damage increase per sen. Maybe that will give a whole new rotation which maybe be suited to more bursty damage as samurai should be. Lets say we meikyo during 2 sen then there be a window say 10s dmg increased by 20%.

Samurai's current identity is that it's a job with high damage and no utility. So you can get the party-wide direct hit buff, but then you're likely not going to see a personal damage increase along with it. It's basically the same as monk last expansion.Give us a raid utility that increases direct hit damage, and a utility to reset meikyo shisui. Unless the job is massively behind the other, we're not getting both a personnal DPS increase and a raid DPS buff. There's the same stigma around DRK and SAM, people make it sound like those jobs are trash when they are just slightly inferior to "meta" jobs. As Rayo said, it'll be some potency increase. Maybe some tweaks on Seigan and Third Eye, but that's it.
I'm not a 100% sure SAM will get anything anymore complicated than simple Potency increases, maybe a QoL change, since it feels like its nearing the end of Stormblood's patch Cycle and that they're saving any Major Buffs or changes for the next expansion
Just putting my 2 cents in this coin operated opinion machine
My guess is that the buffs will be in line with previous ones, a few minor potency changes on the combos that amount to a 1-2% increase in total damage that ultimately won’t change the playstyle in any way. Its too late in the expansion to see massive changes like a raid buff, and altering Seigen to be more effective would widen the skill gap between the bottom and top rather than fixing the job at a base level.
