I have indeed finished the quest A Great New Nation but when I look for it in my completed quests I can’t find it... could that be the bug?

If you've also turned the quest in, yes.
Do you have the following main-quest "Golems Begone" in your journal and checked as completed?

And how about the other 3 quests that are unlocked after completing "A Great New Nation" - namely "Stop Bugging me", "Community Service" and "Feltsmox needs Bait"? Do any of those show up for you?
