They need to redesign virtually every job in the game, from the ground up, to be functionally complete by level 30. Having an AoE spell/skill, having at least one full rotation, and that rotation being something that feels like it naturally evolves into whatever the lv80 rotation is (and lv50, lv60 and lv70 along the way).

What they did with the launch of SB, aside from things like finally giving PLD Shield Oath at lv30 after four damn years, made most content in the game on most of the jobs obscenely boring under lv62-ish. The change to cross-role actions happening at the same time made it worse; not having access to Blizzard II on healer makes the first several dungeons absolutely unbearable.

As someone that has every job at lv70, I can tell you this: If there's any possibility whatsoever that the thing I'm queued for will sync me below 70, I'm only going to queue on RDM. I'd rather spam a single button (Scatter) while watching paint dry than play the other 14 jobs. And I'm someone that largely finds the ARR dungeons to be far more appealing than their HW/SB counterparts.
