But there is no scenario at all in this game where going in to any content effects the Emnity of actions. It's all set in to the actions ready to be used when they become available, they are not changed on entering an instance. Managing aggo is a major mech in the game and so it would teach nothing if the game itself managed it for you, this isn't WoW. A 600 potency Foul (or whatever the number is) is going to pull aggro more than a two hit combo from a tank, because that's what damage does. Healing also can pull as well, so that's another role of jobs to consider balancing.
I'm not saying that it's a bad idea, but it's definitely not as easy as what you think it is otherwise it would implemented.
A level high level tool kit is more complete then a low level. That makes balancing nearly impossible, nerfing numbers does not change that fact. A high level is better equipped. That is the issue with this idea. The solutions are strip high levels of abilities or grant low levels a full tool kit..

Nope, just nerf abilities above the level of the dungeon. That easy. You can choose to do the whole rotation, but you'd be better served by doing the rotation at level. You can either nerf them so much that abilities above the cap do literally zero damage or miss, or, you can nerf them so that they don't do enough damage to be more potent than a lower level rotation.Then what would be the point? Why should I go through my entire level 70 BRD rotation (which things won’t live the 80 seconds it would require me to do that in a dungeon like Sastasha, Tam-Tara, or Copperbell Mines) when I could just spam Heavy Shot and do the same damage as my level 15/16/17 ARC co-DPS?

What would be the point if they did 0 damage or started missing? There would be absolutely none. I can’t even find the words to express the absurdity of this suggestion.
Inb4 “People want to practice their level 70 rotation”—there is plenty of level 70 content to practice this in. Why are they not queuing for that if they want to practice so badly?

There is also the fact that low level dungeons are not designed on the idea that you have a full high level tool kit.
They weren't designed with the stats on high level gear either but they created a system to adapt that didn't they. They even found a system that completing replaces the visuals of said gear with other gear but maintains the stats. The proposal is far from impossible.
Gear != Abilities.
Gear is just numbers. You get 500 defense or you get 50 defense. You assign a gear type and a level.
level 1 plate has 10 defense, level 10 plate has 50 defense, level 70 plate has 500 defense.
If you know the slot and level, you can stick a cap on it.
However, you can't do this with abilities really. It just wouldn't work the same way. The abilities are designed around you getting them at particular levels, and that's why we do Level Sync. Level Sync evens the playing field so that a Lv16 can group with a Lv70 and the Lv70 will not have much of an advantage (other than being Level/I-Level Sync'd) over the Lv16 player.
Yes, I get that having a small toolkit feels 'bleh' at times. Of course I groan anytime I have to use Transpose because I don't have Fire/Blizz3 in dungeons. Of course I groan when I zone into a dungeon and I have no Shield Oath, or Clemency.
But yet I recognize that it is the lesser of two evils, and that I can, for 20-25min, do without.
So, if I get into a group as.... say a BLM....I spend a lot of my time level synced in this game while doing various quests and roulettes. It feels like I scratched and clawed my way to level 70 only to be level 50 again.
I think there can be another solution- like simply lowering the output of our spells to be on par with what we're doing. I have a level 70 rotation and I should be able to use and practice my level 70 rotation. Even if it doesn't do all the damage that it does at level 70, I should still be able to use it when doing lower level content.
I know... people are going to rebel and claim that this cannot be done.
This is not a new concept- There are other MMOs who have pulled this off. It's not impossible. It can be done. This company has the money to pull this off. It's a multi-billion dollar company. People should be rewarded for making maximum level- not have it taken away from them- also, the more practice I get at my max level rotation, the better I'll be at it.
Let's say I get into Sastasha with a Lv18 BLM and I'm a Lv70 BLM.
For me to get the same DPS as them, I have to do Enochian, and all that jazz while they just spam Fire, Blizz and Transpose? You kidding me? How is that fair in any way?
Never mind how utterly redundant new players would feel when they see others in the party do cool flashy stuff and they have little more than a three button combo and maybe a self heal.So, if I get into a group as.... say a BLM....
