Which I think is dumb, we need Seiryu as you say here. So unless s/he (I want Seiryu a girl so it's 2 - 2 boy/girl Lords personally) is in a Duty instance, I don't know how they're really going to end this...

Unless they're planning a sequel storyline and they meant "this is the finale of this specific arc."

I kinda doubt the story of The Four Lords is going to end before the fourth lord shows up. Especially when we have at least one more patch for Stormblood to conclude the Ivalice Raid.
