    Holding either L2 or R2 and then pressing either L1 or R1 will cycle through all available enemies near you, alternatively you can hold L1 and press up or down on the D pad to cycle through any enemy on your agro list, lastly you can just press left or right on the D pad to cycle through everything infront of you which is what I'm assuming you've been doing.
