Directx 9 Game Play
So I recently came back to the game. Been away since the release of HW and SB. So after resub and downloading and patching etc I go to log in. Messing with settings and adjusting screen sizes etc. I created character and then logged out. Start up launcher and baam! Directx errors

So the only way to get it to run without the launching error is DX11 but I can not play DX11 cause of performance. When I play DX11 everytime I exit I get (2) errors. I do not have top of the line laptop right now until after holidays, so hopefully all issues gone then. (raising 4 daughters is expensive !!) But the one I have works okay and runs games on the go. That is all I needed.

So anyways I tried drivers. Ive tried reinstalling game, reinstalling windows, reinstalling bank account.... Nothing works. Did more digging around cause before never had issues. I purchased the expansion sometime in January 2018 but never really played other than logging in, watching movie and looking at my character. But at that time it ran fine.

The issue, IS Windows 10... and to be more specific, Win10 Version 1803. The only thing on my laptop that was different from then and now is windows. So I been ,not playing the game these last 7 days, but been testing different things. I found the version of windows that I had back when I first got my laptop. Which was Win10 version 1607. You know what, game runs PERFECT on it. I get almost 23+ more FPS with Win10 1607.

So I decided to try the Windows Insider version which is going to be Windows 10 October 2018 Update. Yeah, still has the directx errors. If your PC or laptop can run games with Borderless Window, then you probably never had issues. Those of us that must run Fullscreen do. So the upcoming Win10 release will not fix these either.

So the only thing that worked for me is to download Win10 version 1607. I also had to disable the Winows Update service cause it wants to update to latest version immediately. I set my WiFi at work and home as metered connections as well. Will see how long that lasts.

So its not anything to do with SE or the game, its poo Win10 1803. Oh another little tip, they removed the ability to defer feature updates and they are pretty much forcing users to install this update.

Again though if you have awesome specs laptop or PC this isn't an issue I guess. But us mid to entry level gaming laptop peeps that need to run Fullscreen and Directx 9 get errors

TL : DR
Win10 1803 is causing the DirectX issues. Install Win10 1607, and after testing further, up to 1709 will run fine. DO all you can to block the 1803 update. Also, the next major release still continues to have the directx 9 fullscreen loading crash as well.
