I was doing the mind numbing dragon light grind in Pagos and one of the dudes who has 3 relics (OMG 3! Ive only got 10 frosted) did confirm while farming Chimeras they were hitting the sprits every 5 and got a bright twice which filled the bar by 3 each time. So brights do exist they’re just rare.
