I've had to report players for unacceptable behavior before, but when a GM follows up with a response, I can't give them a message because I'm in a dungeon or Eureka or something. That just seems like a poorly thought out restriction.

I'd say that it would be better if they sent you in game mail if you are in a dungeon.....But that would require you to add a GM to your friends list because of their stupid system.
I seem to remember being able to reply to GM's in a dungeon.
I could be wrong though.
You have to either click or right click on their name, I forget which one exactly.
You should be able to reply like normal though, really crappy design.
You can reply to a GM when in a instance. The only thing is when they talk to you because you are in a instance whatever they say to you will be duplicated in your chat log. I think it happens because they are talking to you from outside the instance.
All "group" chat in the game is a side channel that is independent of the instance. Alliances, Party chat, Linkshells, FC, and Mentor channel are all this. GM's likely communicate with you on a "system message" channel if they can not spawn a GM character nearby you.
I've not been able to reply to a GM in a Duty ... hm ... will have to see later.
I've been able to reply to a GM while in a dungeon/trial/raid. O_o Can't say I ever had one get back to me during Diadem/Eureka and may have something to do with that particular instance. I've always right-clicked to reply, though. Had the GM asking if I was there while in a Titan EX, trying to dodge Landslides. Makes me think they don't spawn near you, otherwise they'd have seen I was dodging for my life.
