If you know of and share a world with one of his alts it makes me think there's more to this than just you asking someone to heal in a dungeon, seems like we may not be getting the whole story and that's why this person isn't banned.
Calling someone names in game is wrong and if he called you an idiot for literally just typing 'heal pls' then it sounds like he does deserve more punishment than he recieved but I'm skeptical of the whole situation. To just know of an alt of a random pug and pick them out in shout chat seems really odd.
that's all that happened, and i know it is his alt because i shared this with my fc and they know him. I didn't know him before this or something. And i just typed that "heal pls" that's all. He started insulting me and i was baffled as well. When he dm'd me, i kinda got that he was on phoenix as i am. I have screenshots of the situation and i can send it, but it would be revealing the name of this character so..

Maybe they've done nothing yet, because they get inundated with thousands of reports everyday and there's a backlog to deal with?
I dont want to be rude and I'm sorry for what happend to you - thats really not approproate behaviour, but I have to say that you do sound a bit "petty" to me here. You want him punished to teach him a lesson, not because he was/is actually causing you harm. I would honestly advice you to not let those situations get to you to much - jerks will be jerks and you will encounter them throughout your time in the game.
I actually dont believe that someone needs to be banned for several days over some name calling alone - the report-function is still important though, to deal with actually more severe incidents but also to report players for such behaviour that you described. If enough reports of that pile up in a short amount of time, they might issue a ban or take other appropriate steps.
Personally I dont see how your situation would warrant a ban though - do you run to the police irl each time someone calls you a name and demands that they get locked up to learn their lesson?
You also have no knowlegde of what SE has or has not been doing over this situation, because they dont disclose that (for obvious reasons) - him not being banned for a week, doesnt mean that they didnt investigate and took the steps they deemed appropriare for his behaviour.
While everyone might experience those situations differently, I could see why they dont issue several day bans or severe punishment over a one-time name calling incident. Its understandable that it hurt your enjoyment of the game, but a ban should (and most likely is) there last resort of punishment-options, so they need to "reserve" that for, forgive me for being so blunt, actually severe incidents or repeated offenders (so the report-function would serve to identfy those).
Again... sorry about what happend to you, but my best advice would be to blacklist those people, to NOT let it hurt your enjoyment of the game and to continue reporting, but without the expectation that SE will swing the ban-hammer on every incident you report immidiatly.

Yep, simply blacklist him and move on. Given I've had friends who have been permanently banned for their actions building up over time, I can tell you now the report function DOES serve its purpose. A simple name calling, though frustrating (and I've got friends who are sensitive to it who I then cheer up afterwards and be there for, because that's what friends are for), is not a ban-worthy offence. Now, showing off his parses to belittle you should warrant further punishment, and something that should have been considered in the report. And, here's the thing, you rudely telling him to get lost (as in swearing) will most likely have weakened the strength of your report, as Square Enix will have looked into that and saw you weren't perfectly innocent either (two wrongs don't make a right and all that).
Basically, best thing to do is have a rant with friends about it in private, and just let them cheer you up over it.

As I'm sure you are well aware, it takes more than one person to be able to kick a player from a duty, so in all those instances there were at least two people agreeing they'd be better off without you tanking.
I thought this thread was going to be about bots, because those certainly don't get punished despite getting reported regularly (Except for the gil farmers whose hacks make it a double offense and extremely obvious).
But yeah, the GMs generally aren't going to take serious action against a simple case of name-calling. If they keep pushing the matter and/or using harsh swears then it becomes very likely they'll be acted against.

It really does. I know this because one of my friends kept getting reported and got permanently banned (from the game) for the stuff he was saying (no worse than what that FC person said).
