Besides people can duo , can get decent xp. and just people for fates then others leave simple.
A lot of people don't care about the story dude, also this isn't a "welcome to mmos" type thing. No other mmo on the market constantly takes away your progression with level syncs, ilvl syncs, and constantly adding leveling to side content. Because other mmos know how to make lasting difficult content without taking away your progression.

Eureka could've still been tied to the relics and made challenging/lasting without the whole leveling thing all over again.
