Can't select titles

I have earned many title achievements's titles but when I click into attributed, the title button don't allow me to change or chose any. It says I have no titles.

What am I doing wrong , or is it a bug with my character? I saw people running with titles , so I imagine it's a problem for me only.

Have you gone back to the achievement NPC? You don't get the title solely by getting the achievement, you have to go back to the appropriate achievement NPC to register your title.

I just got the title"heartbreaker" from the valentines event for example and the npc there have no options tO activate it.

Oh ok. I think I got it. You said achievement npc. Grrr forgot that there is One for seasonal events. Just forgot where he is located.

Are you sure you went to the correct NPC? Valentione's event titles means going to the Seasonal Event Achievement NPCs--that'd be Jonathas, in Aleport, Western La Noscea (12, 24). If you talked to him and he didn't give you the title, then you definitely have a bug to report.
