Yeah i can see that. However this is not a summon ability. This is a charm ability where as you charm an npc creature in the field and it becomes your ally for a period of 180 seconds or until it dies. It would cast level equivalent spells that are already in it's repertoire. We do share some similarities with the other magic classes already. The purpose would be to assist in DPS or other buffs/debuffs outside a white mages ability.
It's tedious sometimes and this would add some fun and help out with dps. As far as groups and raids, don't think this would apply but doesn't really need too either.
Lorewise this still doesn't seem to fit with conjury. Lorewise, the existing job that would fit best seems to be summoner, since the storyline is already somewhat about taming the elemental incarnations.
But as far as mechanics... It sounds like what you're asking for is "Beastmaster." The problem with a job like that is there is very little meaningful openworld battle content in FFXIV. So it would need to be designed to take on primal fights and raid bosses and such as well. Even if you say "Well this job isn't for that", players would complain if they had trouble completing storyline primals or things like the 24-player raid on the job. And which would circle back to leaving very little in the power budget for charming.
Lastly... for helping out with DPS, well, that's what your chocobo companion is for. Yeah, ok, choco companion's only good spec is healing. Tank and DPS specs could definitely use some buffs. But it's a lot easier to ask SE to buff something that exists than it is to ask them to introduce a completely new but niche class...
