For practical reasons, why?
Any hit will interrupt you, so its not gonna be useful in a raid. Maybe making it work on World Maps wouldnt be bad in that regards? But not so much in dungeons.
1) Not everyone's getting hit
2) PLD Hallowed Ground (0 damage hits don't interrupt things)
3) Crowd Control (Slept things aren't hitting anyone, though this obviously doesn't apply in raids where CC doesn't work)
With that said, I suspect the real desired for this change is for use in various instanced content (HoH, Eureka), not raids.
I actually only just recently learned about the "can't be used in battle" limitation when I, as a PLD, was duoing HoH with a RDM friend and he mishandled the 1-hit KO mechanic on floor 70 (or whatever floor the dog is on). I popped Hallowed Ground and... this item cannot be used in battle. Well, shoot.
