Why does the Rising Recruiter despawn?

Who signed off on this event to have thought that having an NPC despawning within any time window was a good idea?

Funny, It was available on every server I tried it on. only had to wait like 5 minutes.

I think it's simply on a night-timer, as the instance itself doesn't reset, it just gives you 60 minutes, which is enough to do it 3-4 times. Depends if there's 200 or 400 people in it.
