Why does the Rising Recruiter despawn?

So, I saw the npc in Upper Limsa Laminas where the seasonal events usually take place. I guess if it's not up in Ul'dah, it may be up in Limsa or Gridania.

According to the system text, the Rising Recruiter spawns at the same time in all 3 locations, and subsequently despawns at the same time in all 3 areas.
