Why does the Rising Recruiter despawn?

Who signed off on this event to have thought that having an NPC despawning within any time window was a good idea?

If this is not supposed to have been the case, and there's a bug/error regarding the NPC, then why has there not yet been an official statement?

If this was designed this way, firstly again who thought having a time-limited event have a time-limited, event-enabling NPC was in any way a good idea? Second, again if this was intentional why was it not clearly stated that this was the way it was meant to be?

As if the development team cannot disappoint any more than they have been, they just keep finding new and creative ways to let people down.

Yeah, everything involving this is pretty farcical. I can't think of a single good reason for things to have rolled out in this way. I was looking forward to the Rising this year as I always do because they usually do interesting things to look on the past or to preview future updates, but so far I've been very underwhelmed because half of the content is legitimately gated behind an inconsistent wall they didn't have the foresight to advertise. The biggest part is we don't know whether this is intentional or if it's a bug because they aren't giving us any insight. But again, either way, it's less than professional.

It definitely feels like a major oversight. I know a handful of people who were completely unaware that there is more to the event. It's also worrying that the game is celebrating its fifth anniversary but is apparently unable to handle server strain. That's the only real reason I can think of to justify the artificial gating. It's going to rub a lot of people the wrong way if the developers start talking about how amazing the anniversary event is during the upcoming Live Letter and things have not been resolved by that point.

Basically, you have to hope your playtime coincides with the Recruiter spawning otherwise too bad. Wow.

Can't you see this is SE's new direction for the game. Create events and lands no one will go to. Players standing around takes up a lot less server resources so Yoshi will be able to get a bonus for the money saved when he cuts back on server capacity.
