They absolutely should remain exclusive to those players that did.

I'm just not a believer in exclusive limited time rewards for doing content or having content removed from a game (short of game breaking bugs that can't be resolved). Continuity is important and a new player should get a chance to experience the same content and get the same rewards as the player who played from the start.

Since the chocobo and tattoo had nothing to do with game play, let them remain exclusive.
The chocobo and tattoo are two completely different categories. Everyone seems to be mixing everything up. I did some research, and the results tell a story different than what I have seen here.

The Legacy tattoo is actually not a legacy reward. It signifies that the character was 'saved' from 1.X Calamity. You didn't need that 90 day subscription. It is possible to make an explanation of how a 2.0 or later character could end up with one. It would be silly, lore wise, to assume that character didn't exist. The (2.0+) WoL could have easily been a no namer, as the events unfolded. I'm really on the fence with the whole tattoo thing, even though I don't like exclusives. My reasons for being against opening up access to the tattoo is similar to some of the arguments here.

Legacy status gives name in ARR credits, the chocobo, and the low subscription price.

Just an FYI to all, the Dalamud horn was from completing removed content, similar to the earrings. I'm only saying this, because I was under the assumption from some posters that the horn was legacy status.
