I think better questions are:So, thinking about this, my only reasoning that SE has decided to place entry restrictions is this:
Their game has proven that it can't handle massive amounts of people in the instance servers so they staggered the ability to enter into them.
Basically rotate giving each data center a 3 hour window to get in.
This leads to the basic question: Why in the heck did SE decide to use instance servers for the limited time event, knowing they can't handle the massive crowds?
WHY DO THEY KEEP ADDING INSTANCED CONTENT WHEN THEY CAN'T DO IT?
1. Why not inform the playerbase of this rotating schedule beforehand instead of leading them all to believe that the event was bugged at the start?
2. Why not have the Rising Recruiter spawn during actual Prime Time timeslots so that more people could participate instead of at midnight during a particular region?
3. For regions with multiple time zones (e.g., NA), why was the first spawn only limited to 3 hours—sure, it was 9pm to 12am for PST, but it was 12am to 3am EST (and an hour behind that for CST)? Did EU only have a 3-hour spawn period? I know of the time when it spawned, but how long was it up for? And what of JP? Last I had checked (around 8pm CST last night), they were still trying to figure out if the NPC had to be spawned a la a Pagos NM.
4. Why not, if they were insistent on a rotating schedule, also have said schedules posted for each region so that players could attempt to find the free time to participate?
My concern now is, are they going to be the same window each night of the event, because at least then I can try to get them done during the weekends (even though I really shouldn’t mess up my sleep schedule now that I have to actually get up for stuff during the week); or is the spawn going to continue to be completely random and surprise players? Because, if it’s the former, I still don’t like it, but it’s at least somewhat manageable for me. If it’s the latter, then what on earth were they even thinking? Despite how much I play this game, I don’t actually have time to be on it 24/7 waiting for an event vendor (on each of my 6 active characters either).
I was told and multiple posters posted that he spawned at 12am EST and despawned at 3am EST, which is 11pm CST to 2am CST (my time). Which is fairly late for someone that has to get up in the morning for school during the week, or for anyone that has to work during the day and can’t be up that late on the east coast (I was already asleep—I stayed up until 10pm waiting). Yeah, it’s not a problem for PST, but it is for east coast if people have any sort of responsibilities during the day...
They’re all on Aether. But it’s still an annoyance that I will have to squeeze in as many characters as possible to complete it because they thought “random 3-hour spawn intervals” was a brilliant idea. I’m waiting to see if he spawns at the same time or random times. At least if it’s the same, I can do it on alts (even though I really shouldn’t have to wait until 11pm my time to do an event because “staggered release”). But if it is seriously random?

not sure if helps but i did the time conversion 1500GMT is 11 EST so just work you time back from there aka 7PST(if got my mayh right pst sould be 3hrs behind est)

How come the translation differed from the different clients, and none of them provided a clear explanation ?
When one is served a steaming pile of sh*t, it is well within one's rights (and expected behavior, I would imagine) to point out that they've been served sh*t and to demand something actually worthy of the price they've paid.
I mean if they wanted to bring people together, they did an amazing job.

Because it is never direct translation but "localisation". Basically, they translate it however they want as long as the general meaning stay the same.
It has now been 7 hours and 50 minutes (if not 8 hours and 50 minutes) since it despawned on Mateus. This is reaaaaaaaaaaaally getting on my nerves. I've done other things while waiting, but still, people have WORK TO DO and they want to DO THE CONTENT THEY PAY FOR. Can't expect people to sit and wait for it to pop up for 8+ HOURS. GET YOUR STUFF TOGETHER, USE YOUR DAMNED HEADS SQUARE ENIX.
