If they really didn't want the recruiter NPC to be available at all times, why wasn't a schedule posted somewhere such as the event page on the website, and why isn't it mentioned anywhere that it's not always available? It's such a weird thing to handle it like this, leaving people to wonder if there's a bug or what's going on, only to then be told it's working as intended.

Just imagine if they open-sourced their code. The memes...

Could have worked out a way to find time to participate.

Or, you know. The same argument that is tossed around on "easy content". Make it available through different venues, those repeatable quests (that every event usually has that this one is missing) so people could do that instead of the instance. Maybe 3 daily quests like beast tribes.
