It’s a bit of bad design to create randomly spawning instances for an event. Not everyone has time to idle by the Rising Vendor and just wait for it to spawn. :/ I was looking forward to this after hearing about the instance thing, but now I’m just disappointed. Classes start up for me tomorrow, and I wanted to work on the event on my main today while I’m still free to do so; I won’t have the time to simply wait around for a chance at a randomly spawning NPC.

It's has you say. The event isn't even being very long (until the 14th of sept). Simply working might make it "impossible" to do.

All ive seen from the npc is that the instance is available from the Rising Recruiter during the event no mention of it being a specific/random timed event. just wish the npc would spawn already

The vendor NPC seems to have spawned, but none of the Recruiters have, and all of the reports of spawns so far are just people making alts named Rising Recruiter
