materia melder NPC

wanted to post in bugs but want to check first. some of my free company members are saying they can't use the materia melder in the company house. The only thing I can think of is that they don't have a crafter at 19. One person said once they got a crafter to 19 they could use the melder NPC. the other has no crafters and can't meld. We are able to meld for them since we have a bunch of crafters, but isn't the point of the melder NPC so you don't need to find a player to meld for you in the guarenteed slots? This seems broken. Anyone else experience this or have a though?

Maybe it has to do with their FC rank? Could be a missing permission or something

I thought about that but I don't see a housing permission in the hierarchy settings that you change the settings for the vendors. The member said he could use the other vendors but not the melder. He was trying to meld materia for his ARR relic weapon. We got him sorted out but I thought the NPC was there so you didn't have to do the quest to meld yourself. He said he did the quest and can now use the melder

The NPC is there so you don't have to keep your crafters at equal-or-greater level than your combat jobs. Even back when there were no melder NPCs, you still had to do the melding quest to be able to Request Meld from another PC.

Have they unlocked melding? That's the only thing that seems to make sense. Can they not use it, or do they actually get an error message?
