The blackmage is wrong. The only thing I have heard dragonsight not effecting is summoner pets. I would give it to the dark knight if the blackmage or caster/range player is not willing to stand close enough for me to use it on them. Which is admittedly going to be most of the time but its not because my tether doesn't effect casters, its just they don't need to be near the mobs. On a side note, it also does not effect healing potency, which might be where they are getting their thoughts from.
EDIT: I just want to point out that dragonsight is really good on brd/mch with dragoon because our piercing debuff helps their dps as well. But you know, sometimes range is gonna be range and will cooperate as well with a drg about as well as they do with healers by making sure they are out of range of everything.

Pug BLM is 100% incorrect. It's nothing like Embolden in that regard and definitely buffs all magical and physical damage dealt by players in tether range.
As Anselmet has mentioned pets do not receive Dragon Sight while the master has it - a consideration only for MCH + turrets, SMN + egis/Bahamut and to a much more minor extent AST + earthly star.
BLM is one of the better jobs to have it on with that in mind, however certain jobs favour specific Dragon Sight windows against where their rotation lines up. For info in fights to figure out who would have been better to tether in a given window, Xeph wrote this website.

That's incorrect as other have already pointed out.
Since it's a Dungeon, BLM is literally the best option for dragon's sight cosidering its monstrous AoE and ST damage output. This, of course, is assuming the BLM knows what they are doing and will stay at close range.
