I'm confused on why (Kurenai) custom delivery was added. It gives a bit more XP and scrips and add more allowances. Did we really need the new content? Just add more allowances to M'naago and Zhloe. Am i missing something?!?!?!?

It's nice to add a bit of variation to the delivery system.
And the first two of the three were both Miqo'te, as well! Admittedly, as far as Miqo'te go, Zhloe and M'naago are about as different as night and day, but it was still kind of disappointing not to see more racial and gender representation.
Of course, back when M'naago was added, I expected her to be our only new Custom Delivery customer until the next expansion. It could be they'll be adding new customers regularly, and we might see a bit more variety.
Here I am just wanting a man to deliver to, I would be much more enticed and eager if that were the case!

It serves two purposes - one is to reward players with crafting and gathering rewards/xp.
The other is to introduce additional world-building lore by introducing us to additional elements in the world that wouldn't really belong in the MSQ or even traditional side-quests that involve combat.
As such, adding additional NPCs as custom delivery options allows them to fulfill both purposes, rather than continuing to use the same couple of NPCs and just adding new rewards (plus trying to rework the UI to fit new options in as higher levels are reached would be annoying to develop and annoying to use).

To the OP Papaporo; I was particularly fond of the Kurenai custom delivery because in-game I play as an Au Ra from the Raen clan. I've always been intrigued about their lore and prior to meeting Kurenai, our interactions with other Raen Auri was limited to basically just Yugiri and Princess Yuki (from the Ninja quests).
In fact, when Heavensward released a couple years ago, several people had asked me what my character's new back story would be (since I no longer played as an Elezen) and I joked I was now a Raen from the Yatsurugi clan.
