yoshi p said in a live letter/interview that the reason they can't do dismemberment is because of the rating. they said they'd like to do it in the future, but right now they can't change the rating in this current expansion due to legal issues or something like that.

Ratings can be very strict with what is and isn’t allowed. In Australia, our rating system is G - PG - M - MA - R. The game Portal is rated MA (strictly 15+, whereas M is a recommendation). Portal 2 is only rated PG. The sole difference in presentation, as far as I can tell, is that the original game shows blood on the floor if the sentry turrets shoot you.
