Had Anapos spawn about 15 or 20 minutes after the requisite weather for Snowmelt Sprites was gone.
Additionally, we've had an instance where Billygoats didn't spawn their NM despite us spending around 40 minutes farming them. It was 100% surely ready to respawn, too.


Update the OP with some info. I have another example or two, but the instance wasn't as dead, so there would be more variables. I'm 99% certain other mobs are required. Another example or two in a dead instance will have it at 100%.
I suppose I may just be unlucky but I haven't seen a single case of Cassie spawning and I've been in and out of Pagos since it was first added to the game. It definitely feels like it's the NM with the weirdest/toughest requirements.
