I picked up three sylph beat tribe quests before the reset at 11AM. I picked them up as a SMN.
I completed the quests after the reset time as a PLD and was given the option to take three more quests. I also saw a red marker for the reputation quest when I picked up the three initial quests.

I am having the same problem, since 8/14/2019 my beast daily allowances never reset. =/
Please help me with that my char is Yugure Tsukiakari on Tonberry server.
