There's not really any need for this, since we'll be receiving a free name/race change for 2.0.

A few things to consider.
1.) Has SE even implemented the architecture in the game to rename the character. This would have to replect the Lodestone and a bunch of other references like History.
2.) Allowing everyone a Rename is great for those who want a new name, but what of those who dont, by resetting all names no one has any reserved names and you may actually lose your name to someone else because they beat you to the punch. There will be enough fuss over having to change your name due to a matching name.

I think it is important to consider this. I know some will have to change there name, which makes it seem like migration will be based on what server and what your creation date was. and a mismatched entry needs to re-enter to validate the name field.

All they have to do is setup a menu option like: Would you like to rename your character? [Yes]/[No]

As for server architecture blah blah, they already have it in place (or at least a similar system) due to char. name conflicts at the time of the server merge.
