Where are you currently located? You trace route has you going though what looks like European nodes, but I'm not sure if that's accurate (although it would explain your lag issues). It may be that you have some sort of routing issue, however it may still be worth trying some connection troubleshooting on your own PC.
The game will use the Internet Explorer web browser to connect to the internet. Open Internet Explorer, then open the "Tools" setting, go to "Internet Options" and adjust the following settings:
- Under the "General" tab, please delete ALL browser history.
- Under the "Security" tab, please move the slider to the lowest possible settings or no higher than "Medium"
- Under the "Privacy" tab, please move the slider to the lowest possible settings or to "Allow All Cookies"
- Under the "Advanced" tab, please make sure that "Allow software to run or install even if signature is invalid" is CHECKED.
- Make sure that all SSL and TLS (EXCEPT SSL 3.0) are CHECKED. [SSL 3.0 should be UNCHECKED]
- Hit "Apply" to save the settings, and then "OK, to close the Internet Options menu.
- Right-Click on the FFXIV launcher icon and select "Properties"
- Go to the "Compatibility" tab, and change the compatibility mode to "Windows 7"
- Hit "Apply", then "OK" to save the changes.
- Please RESTART your PC now. Once your PC has been restarted, Right-Click the FFXIV launcher icon once more and select "Run as Administrator"
Reset your router by turning it off for a few minutes, then back on.
Make sure your anti-virus/firewall has the appropriate exceptions for Final Fantasy XIV (you can temporarily disable them while you try to connect as well).
Check the following Port Ranges on your router/modem to ensure that the following Port Ranges have been opened:

55006 through 55007,
55021 through 55040
Your ISP may forward these ports for you.

It's not just you. It's everyone. People have been posting about it for months. I live in central USA. Same issue every night around 7pm CST-10pm CST. The problem is California. The high latency starts as soon as it reaches San Jose, CA or Sacramento, CA. I have zero latency or lag issues with anything else I do, including other games, latency tests, websites, streaming, or anything else. It's just FF14 and the nodes on the way to their servers. No lag during daytime hours weekdays or weekends. Just this time of the evening/night. Sometimes it's consistent, sometimes it only lasts for a little bit, then the high latency returns a little later.
I'll post again for the sake of posting, but nothing's been done anywhere to resolve it and it's been an issue for me for almost a year now.Traceroute from about 30 minutes ago:
- Platform: PC (Windows 7 Ultimate x64)
- Nature of the latency: high latency at evening hours the same times every night
- Type of connection: wired (Comcast)
- Other programs running while the game is playing (if any): none
- Everything you have tried to resolve the issue:
reinstalling FF14, swapping network cards, updating drivers, relaxing security, forwarding ports, game running as Administrator, game runs in DX11, pretty much everything else that's been suggested- Error Code (if any): none

As an update, I went ahead and tried all of these!
While I learned some pretty nifty stuff about my router and computer and I'm most thankful for the knowledge (Thank you!), I'm afraid the problem remains as strong as ever. Same packet loss. Same jittery sound and animation lockups in game. Not sure if it helps, but this is the tracert I did this morning after trying all the above stuff.Thank you for the update Sandoria.
